Fine and flavor cocoa export market grows

A panel of experts recommend that more countries be recognized as fine or flavor cocoa producing countries in order to provide new opportunities for trade.
The suggestions were put forward by industry experts during a review of the International Cocoa Agreement, 2001, which recognizes 17 countries as producers of either exclusively or partially fine or flavor cacao.

The aim of this agreement is to promote international cooperation in the world economy, to provide an appropriate framework for discussing related issues, and to contribute to strengthening the national cocoa economies of member countries.

Last month, an Ad hoc panel of experts on fine or flavour cocoa met in London to draw new conclusions on those countries exporting cocoa.

I wanted to add that I recently read an article written in 1997 (Genetic differentiation among Ecuadorian Theobroma Cacao, Lerceteau et. al) that makes mention of Ecuador being at risk of losing the fine flavor cacao label citing the general quality of Ecuadorian cocoa had been greatly reduced. Estimates varied greatly, but at the lowest end, only 2% of Ecuadorian cacao was pure Nacional.

I've seen the list from 1993, which had 17 countries listed then too. I don't understand the criteria. Is there a minimum percent of the total crop that must be fine or flavor to make the list. I do not believe Madagascar made the list, but Costa Rica and Colombia did with a total of 25% of their produce being fine or flavor.
